I hate to make things worse on top of the situation with SAI (and I'm basically climbing over Melffy and Mystical Beasts living at Sakana to do this), but I found a scroll with two sentences written on it outside Sakana with the Shinobird seal:

"There will be no further negotiations. You have chosen War."

Heh, yeah, not normally the behaviour we'd want but... honestly, it's pretty justified right now.
